In the immediate aftermath of a paramilitary attack on the White House, high-ranking government officials and military leaders clash over legal jurisdictions and the chain of command. As they realize the President is missing and the Cabinet is decimated, they must decide whether to bypass constitutional law to launch a military strike or attempt to establish contact with the invaders.
